Gainesville established a stormwater utility and authorized a bond issue to finance improvements to its stormwater facilities. The bonds would be secured by proceeds from a stormwater fee on certain property. The trial court found the fee invalid and so refused to approve the bond issue. This is the city's direct appeal.
