C.T. , a minor, was charged with battery and later placed on community control. She violated the terms of that control several times, and the Department of Juvenile Justice recommended that C.T. be committed to a moderate risk facility. Instead, the judge ordered her into a high-risk facility. On appeal, the Fourth District agreed that the judge had authority to modify the Department's recommendation
