Frank J. Tassone was appointed as a registry counsel to represent Freeman, a death-row inmate. After rendering services, he tendered a bill to the Department in excess of the amounts authorized by the Registry Attorney statute. The trial court granted Tassone's request for payment, and the Department appeals.
