Facts: On Oct. 20, 1997, the Court granted the new regional Offices of Capital Collateral Representative
(which represent death-row inmates in court) an extension of deadlines to file cases. This occurred because of
disruption caused by splitting the earlier statewide CCR into its new regional organizations. The Court
ordered the CCRs to develop reasonable time tables to file its cases and return to present its arguments
on January 8, 1998.
