Mr. Frances was convicted of the first-degree murders of Helena Mills and JoAnna Charles, who were strangled to death in 2000. The jury voted 9-3 to recommend a death sentence for the murder of Ms. Mills and 10-2 to recommend a death sentence for the murder of Ms. Charles. The trial court condemned him to death. This Court upheld his sentences on direct appeal and Mr. Frances filed a post-conviction challenge in trial court. It was denied and this appeal followed.
