Our guest is the head of Florida’s Department of Community Affairs, Tom Pelham. It’s his second stint as Secretary; he was the head of the planning agency in the 1980s when many communities developed growth management plans. Later, as a land use attorney, he became the most vocal critic of DCA policies.
