Is Artifact Collecting a Threat to Archeology in Florida?

We met with archeologists to discuss what they see as a threat to archeology in Florida: new legislation that would allow people to take artifacts from state waters. Dr. James Dunbar had overseen a similar program when he was state archaeologist; he claims that it can't work. The antiquities market places a high value on Florida finds, he says, driving people to go beyond what the law allows.
